It's not always wrong. If you have 4 players, and look down at 7-8 suited, you min-raise to build a decent pot without a big investment yourself. You've established the mind-set at the table that you have something but feel weak - you hit, someone might try to push you off the hand and you get some value on that. You don't hit, you can bluff or semi-bluff if everyone else checks the flop.

There are no absolutes like "always wrong" or "always right" in poker.
