Just my opinion but it's hardly ever a good idea to bluff with air. Semi bluffing is best as it leaves you with a chance to win the pot even if you are called. The best players in the world RARELY have all their chips on the line on a straight up bluff with air. Also I feel that a ton of the people on this site feel the need to bluff more than is necessary.
But to answer the question it takes skill. Just having the "nuts" to bluff with air will have you railing more often than not.

If you have a lot of hand history with an opponent, or a lot of history playing the same buy in tournaments that will better help with the decision. If I am running good in a tournament and have won most of my pots when it has come to a showdown and everyone sees only solid cards I am playing, then I will look for some spots to bluff, or steal blinds.
