It's also possible for fish to make constant cashes in MTT games on merge. I see it all the time.

You guys kill me. The RNG is the same on all tables. The reason you see more suckouts and badbeats @ the micros, is because more players go to the flop and hold on with marginal hands. Rest assured, these players are losing in the long run it just looks like the best hand never holds at the micro's. Additionally, I see a lot of players when they do win a large pot because their hand held, I see them spew off their big stack playing like the same fish they held vs. Playing the micro mtt's will make you wonder if your hand is ever going to hold sometimes; but rest assured that you will eventually hold in a big hand, and if you are a good player you will leverage that big stack into a top 3.

I have a feeling that you are just noticing "Bad Players" make the FT's, and not realizing it is because there are lots of them. If a specific player that you deem to be a "Fish" is constantly making cashes; then this player is probably not a fish. Obviously an adequate sample size is a requisite. The thing is, there are a lot of players that do things that I consider "Bad or Fishy"; but they are sometimes good players. There are two players that are pretty decent winners that come to mind right now off the top of my head. They play incredibly aggressive and loose, to a point that vs me they are pretty readable. However, they are both up over $35,000 so they must be doing some things very well. I think results speak pretty well for themselves. Results are kind of like hands played, sometimes you have to do some serious analysis to uncover the real truth behind them. Sometimes players will play hands that another player will deem genius, whilst another will deem the play to be atrocious. Additionally, sometimes a player will have decent stats in certain games, and overall negative stats. You have to be able to look at both rationally, and gather and interpret as much information on both as possible. Poker isn't black and white a lot of times. I could ramble on for days, but I think I will stop there. GL everyone @ the tables. Aiming 2 be 1 of the Sharks @ Merge soon.
