I believe it's a control thing I won 29K on TITAN poker in 2006 and they game me all of my money tax free . if they can regulate poker by telling you what sites you can play with online I believe that they their hand in it somewhere. notice how after the ban a lot of site mergings went on. all the while they were threatening a complete ban but some site were still taking American accounts . it's to have everyone playing where they want you to. wish it would go back to the good old days. when you could play where you wanted. isn't it finny how all the cheating scandals started springing up against the sites they were basically forcing you to play at after the ban ????
