The casino is responsible for the cards and to check every deck that is brought into play. This is not his problem that they did a poor job of this. There is probably 1 bad deck in every case, they are responsible for catching it. The companies that make the cards offer to replace all decks that are defective after they are returned to the company. This is not Phil Iveys problem that the dealer didn't do his job checking the decks that came into play and they should and probably will pay him.
