Going rate for Paypal/Points

What's the going PayPal to Carbon rate for small amounts, say less than $10. I assume it's around 1:1, with Carbon being a little more valuable since you can't deposit small amounts on Carbon and it's harder to deposit now that Visa is no longer an option?

why people keep saying this, visa is still an option for me, maybe they took it away for some??? Heard a few people say this, but i just did small dep to see and it still works fine
