what to do on lower pocket like 99,88,77,66,55,44,33 , 22 etc

It depends on how much money you can get if you hit a set versus how much you lose by entering the pot. You'll hit a set 11-12% of the time, so you better win a big pot if you do. And this only applies to early in the tournament when stacks are deep enough to gamble to accumulate like this.
