Because then people would multi-account just to get the points. It might not be bad to give them a free opt in though. If the sn had ever been linked to another PO account they wouldn't get it.

Pretty much this. Don't think this will be implemented though, so don't count on it.

I guess this is a suggestion. It sounds good but it can easily be abused. However, if it were possible to make sure it is truly a new member and not someone already registered, then sure, why not.
