I got it.. what about a ticker that happens just below the chat box? 1 line only.. max # of words.. it would look like the image attached

Questions would be:

1) Who gets access to this (Everyone?) I don't want it spammed up. Only verified people? Only approved people?
2) Should we make it cost like 1-5 points to use it? Add those points to the progressive prize pools?
3) How long in between posts? 5 minutes? 10 minutes?
4) Should we make it so you never have to view it? [ X ] close it out?
