Many new users ask for access to these features. We typically like for new users to learn the site a bit first. The reason is, nothing is worse than when a new user has a hard time earning points, then instantly loses all his points in the Poker Client.

We also don't want brand new users asking for loans or using the loan shark, as they are to new and no one knows them or will loan to them.
