It all depends on what you are looking for. PokerOwned is one of a few poker forums that I visit every day. It is great for starting and adding to a beginning bankroll. Other sites are good for other things, for example rakeback, added-money games, freerolls, coaching, staking, etc.
As far as staking for non-USA players go, I think Poker Strategy is considered one of the best sites, and I personally have only good things to say about my experience with them. If you are looking for $50 on any of a half dozen of the top poker sites without depositing, it's the place to go.
