Perhaps you should make market unattainable for new people, set a lenth of membership for it (two months perhaps) then allow anyone to ban someone from market until a resolution is made (so if someone is being screwed they can automatically ban someone temporarily) I don't know if this even makes sense, I have never actually used market (part of it because I buy points sometimes and it wont let me) ....just trying to help
