Personal Bounty section ... members can place a bounty on anyone .. Points are auto deducted and refunded ( after tourney if nessary) .. the person placing the bounty selects the amount ( from their own points ) and a name from a pop-down list showing the PO and Carbon username which have OPT-ed IN
